VCB offers a No Penalty/No Risk Certificate of Deposit with several different terms and minimum opening balance requirements. A No Penalty/No Risk CD permits one penalty- free withdrawal for all or part of the balance after the aculacount has been open for 14 days. Additional withdrawals are subject to standard penalties.
